There is a situation that I do not think is correct on this site: if my limit of exchanges is 8 and, once I have reached my limit, until the receiving partners are accused, I am prevented from making new exchanges.

There is a limit for everyone. Once you reach this limit, you can't begin new swaps, that is one of the rules of the site.
