I've received some trades from India and it seems to me that sending stamps on paper is the norm for Indian collectors and yes, you try to soak them and they are damaged, I think this is done willfully.
Please read the rules:
100 Used stamps - CTO are not used stamps
Unique stamps, no doubles - I interpret this as less common stamps
Stamps in good condition - Damaged stamps are not stamps in good condition
If you brake two of three simple rules, what makes you think that you do not deserved negative rating?
I can understand the hidden damaged on some stamps but there's no excuse for sending stamps with
missing chunks.
