Used stamps exchanges.

I sent my IL-30 on 8/08/2017. Yesterday (after 6 months) I received it opened inside of another envelope with Norwegian label: new unknown address. This is a scan: https://prnt.sc/iaiqby
I checked address, it is correct.
A lot of stamps are missed or damaged.
I sent very polite message to Norwegian friend with all scans.No answer.
