Used stamps exchanges.

I received a letter from you with a torn envelope and 60 stamps. Club rules are about sending 100 stamps.I don't know if this is your oversight or the letter was robbed in the US mail.

I don't believe that this was done on purpose by 100clubmember. Must be an 'accident' in the US Mail. You must be happy with 60 stamps, if it was really robbed you would have received 0 stamps...
Just a case of bad luck.

I don't understand what you meant about PL-382. The letter PL-382 which I sent to you more than one years ago and you have registered one year after my sending have contained 100 stamps."

The picture above shows me that his/hers statement about receiving 60 stamps is not true, let me explain, I did received PL-382 as stated, with it were way too many CTO stamps that I return to him/her with my US-3164, my question is, how come there are no CTOs on the picture? I find it hard to believe that someone intentionally removed the CTO stamps only.

I've received some badly damaged envelopes now and then but always felt that whatever happens to an envelope in transit is not the senders responsibility therefore a negative rating never entered mi mind.

By the way, even though PL-382 didn't deserve it I gave it a 4* rating.

The entire content of the letter was placed after the photo. As I wrote, the letter was torn and placed in a second envelope .The second envelope was United states postal Service.That means I sure that the US mail is robbing letters.

From what you wrote, it's not your fault. I didn't get any returned CTO stamps. Little envelope inside letter were also torned and had only 60 stamps. After your explanations, I raised grade.
