I always thought, the rules are: SEND 100 stamps and RECEIVE 100 back.

I understand that this might look suspicious but in the end there is no real benefit if two members do this. They are using each other's slots and in the end they will receive back the same number of slots. The only difference would be that they will have more exchanges completed (sent and received) and average stars increased. But it's not like cheating to receive more stamps from other members.
The system is trying to balance sendings. It orders available members by the number of previous exchanges. So, in situations like this, it will select other members first if available.

It would be stupid to send letter to each other when living in the same House. Doing like this, we release inmediately the slots.

To avoid receiving the address of a family member, you can cancel an exchange. This will also add that member to your blocked list. It's not the nicest solution to use the block list for a family member, but for now, that's the only option to stop receiving the address of a family member.
