In fact, why should a member be allowed to change a rating to a lower rating ? Changing to a higher rating should be able to occur when a member "fixes" the reasons for a low rating, for example by providing more/better quality stamps, but are there any circumstances where why people should be allowed to change a rating to a lower rating ? If not, can this not just be disabled ?
