got a partner for an exchange. sent postage stamps. he gave me a low estimate indicating that 30 postage stamps with defects. I sent the second letter (+50 postage stamps). having received the second letter the partner refuses to raise my rating -no and send back my postage stamps (150 pieces) does not want. asks me to show where the rules of the club are written
