hmm didnt want to believe that it are recycled stamps but held them to the light and it is very clear that the stamps are recycled. Very disappointing....

This is not the first case of an envelope from Russia. I have at home a few of those where Kramle's stamps are stuck on a stamp. But it can't be. If I stick the stamps like this, the postman sends me home.

Well, Olga, that's your problem, why are the stamps stuck like this. You really have to deal with, because such letters should not be distributed at all and you should especially do the same with the one, so that it does not happen again.

I also rate the envelope, sometimes its a reason to give extra stars. Until now I've never lowered my rating because of the envelope. But I read some profiles were people write that they will give a lower rating when someone uses a label instead of stamps.
That's why I started this discussion: http://100stamps.club/discussions/messages/263 to find out how other people think of this. And maybe in the future it is a reason for me to give a lower rating.

You say that postal employees do this to save time. Didn't expect that argument coming. Would expect that is has something to do with saving money. If its done by the postal employees maybe you can call it fraude depending where the money saved goes to.

This is due to ruble inflation. And when they push a lot of Kremlin stamps, they have to use these stamps and it is more comfortable to stick to each other than next to each other because it is faster and takes up less space on the envelope. But it is against postal laws and also franking is not allowed.

GPKnl, Milan, in Russia postal servants don't stick stamps on envelopes for free. Now it costs 9 roubles for each letter for Tambov region ( https://www.pochta.ru/documents/10231/1139961352/%D0%A2%D0%B0%D0%BC%D0%B1%D0%BE%D0%B2%D1%81%D0%BA%D0%B0%D1%8F+%D0%BE%D0%B1%D0%BB%D0%B0%D1%81%D1%82%D1%8C/224aba13-b16c-4fc3-9ab3-2a3a4776329f?version=1.0 ). Normally the sender sticks stamps by himself.
Sometimes the stamps can be put one by another but only if there is not enough place on the envelope (for example, for foreign heavy parcels).
But if the sender works at the post office - all is possible...

My partner who is Russian explained that it is legal in Russia to reuse stamps, as such a practice is authorised by the government and the post office signs off next to the stamps, but it will cost a little more to have this done. It is very unusual in the Western world to see this type of postage practised as the post office have a lot in reserve or merely prints more stamps; but to have an envelope full of re-used stamps would be very unusual indeed; the only problem is that the stamps overlap which is not recommended if someone wants to collect the stamps.
When a stamp is on an envelope you rate the envelope as well (in philately it is known as “stamps on cover”), any damage to the envelope can have an impact on the value of the stamp and the saleability of the stamp.
I must admit your envelope is controversial, but in Russia it is legal.

Robert, your "russian partner" is lying, I think that he looks like a swindler. In russian post rules is written that dirty, torn, glued on each other and reused stamps are forbidden to use. But as well as "in the Western world" there are some lawbreakers here.

My partner does nor lie, it was I who made the mistake as she corrected me saying it happened many years before, and it did happen, Russia back then as it is today is very corrupt, and in the Western world there is corruption but Russia takes equal place alongside Nth Korea, China and Syria. You shouldn't be so naive. Russia under the war criminal Putin starve (and that is a fact) while monkey face lives in Palaces built by money he had stolen. So before you call someone a liar you should first ask for an explanation, you may be surprised to realise the person made an innocent mistake. Just shows how stupid and incredulous you are.
